This is also a potential investment segment. However, for the market to develop sustainably and stably, it is necessary to complete the legal framework related to this field.

Those are the contents discussed by real estate experts in the seminar "New opportunities of the resort real estate market" organized by Tien Phong newspaper on the morning of June 22 in Ho Chi Minh City.

Real estate is recovering

According to Mr. Vuong Duy Dung, Deputy Director of the Housing and Real Estate Market Management Department (Ministry of Construction), the real estate market in general and resort real estate in particular is on a good recovery track after a difficult time. towel.

The representative of the Ministry of Construction pointed out signs of recovery of the market such as the number of real estate transactions increasing gradually from the first quarter to the second quarter, real estate products without inventory, capital flow for real estate investment. stability.

Regarding capital flow for the real estate market, Mr. Dung affirmed that there is no policy to "tighten" or cut off cash flow like some businesses, media information reflects. Instead, the regulator is just controlling so that the cash flow goes in the right direction to ensure the safety of the system.

Vo Hong Thang - Deputy Director of Research and Development of DKRA Vietnam said that in the first half of 2022, there were nearly 60 resort real estate projects, an increase compared to 2021.

In which, the segment focuses on resort villas with 26 projects (2,776 units); Townhouses and resort shophouses are 23 projects with 5,145 units and condotels are 8 projects with 1,591 units.

In terms of price level, despite the impact of the epidemic, prices still increased compared to the same period last year by 9-40%. In which, the strongest increase was in townhouses and shophouses with 30-40%; resort villas increased by 11-28%; condotel is 9-15%.

This expert said that the resort real estate market in the last 6 months of the year will be very positive, the supply of this field will still increase slightly compared to the first 6 months, focusing on some markets such as Quang Ninh, Thanh Hoa, Binh Dinh, Binh Thuan, Ba Ria-Vung Tau and Phu Quoc…

Need to improve the legal framework

Responding to the idea that real estate products for tourism and resorts still have no legal clarity, Mr. Dung said that these are just concerns of investors in the early stages.

“I affirm that up to this point, the legal status of resort real estate has been very clear. Investors have understood very well about legal awareness and investment, so they no longer have to worry," Dung said.

Sharing the same opinion, Mr. Le Hoang Chau, Chairman of Ho Chi Minh City Real Estate Association (HoREA) said that the legitimacy of resort real estate has been clearly regulated.

Specifically, the Law on Tourism clearly states that tourist accommodation establishments include tourist apartments (condotels) and tourist villas (villas) and other accommodation establishments. In the Land Law, there are regulations on construction works and land use for business. In the Law on Real Estate Business, there are also regulations on real estate products put into business, including houses, including construction works put into business (condotel).

However, Mr. Chau also admitted that the defect of the legal system is incomplete regulations, leading to some localities misinterpreting and doing wrong. For example, before 2008, some localities issued pink books for tourist apartments in contravention of the law and were forced to withdraw later. However, this affects the legitimate interests of many customers.

In order to complete the legal framework, Mr. Chau said that in the coming time, there should be 3 sets of laws that need to be revised, including the Law on Housing, the Law on Real Estate Business, and the Law on Urban Planning.

"After standardizing the legal corridors, it will orient the healthy and sustainable development of the tourism real estate market," said Mr. Chau.
